There is no real protocol when it comes to hats when worn with kilts.  The rules on hats apply whether you are wearing a kilt or not.  Since the hats and most of our current Scottish apparel comes from the Victorian Era , I have found that those rules apply best.  And that rule was, Men wear hats at all times outdoors and on a situational basis indoors.  These hats run a bit small so you may want to order a centimeter larger.
